<br />FLOODING <br /> <br />COLORADO <br /> <br /> <br />Colorado law is designed to restrict the use of designated flood plains, <br /> <br /> <br />to prohibit placement of materials and structures which obstruct flood flows, <br /> <br /> <br />and to protect the public from avoidable expenditures for flood-control <br /> <br /> <br />projects and flood-relief measures. The state recognizes the need for an <br /> <br /> <br />intergrated flood prevention program through structural measures as well as <br /> <br /> <br />nonstructural management of the flood plains and watersheds. <br /> <br /> <br />IOWA <br /> <br /> <br />The Iowa Code in section 455A.2 declares that: It is hereby recognized <br /> <br /> <br />that the protection of life and property from floods, the prevention of damage <br /> <br /> <br />to lands therefrom, and the orderly development, wise use, protection, and <br /> <br /> <br />conservation of the water resources of the State by the considered and proper <br /> <br /> <br />use thereof, is of paramount importance to the welfare and prosperity of the <br /> <br /> <br />people of the State, and, to realize these objectives, it is hereby declared to <br /> <br /> <br />be the policy of the State to correlate and vest the powers of the State in a <br /> <br /> <br />single agency, the Iowa Natural Resources Council, with the duty and authority <br /> <br /> <br />to establish and enforce an appropriate comprehensive statewide program for the <br />control, utilization, and protection of the surface and ground-water resources <br />of the State. <br /> <br />KANSAS <br /> <br /> <br />The State's long-range goals call for reduction of damaging floods and <br /> <br /> <br />losses resulting from floods. Also, State policy declares that the State will <br /> <br /> <br />assist public corporations in developing flood control projects that benefit <br /> <br /> <br />the general welfare. General objectives in achieving the above goals include: <br /> <br /> <br />a. the design of proposed levees and dikes so as to reduce flood risks <br /> <br /> <br />in agricultural areas to a chance of occurrence in anyone year of 10 <br />percent or less, <br /> <br />G-8 <br />
