<br />Technical teams <br /> <br />Technical teams in a variety of disciplines will support the interdisciplinary team and <br />perform technical studies and evaluations, The management team. in coordination with the <br />interdisciplinary team, will appoint or approve members to these technical teams, Each technical <br />team will be responsible for its o\lin organization, Each technical team will refer any dispute or <br />conflicts arising within the technical team that cannot be resolved to the interdisciplinary team, <br /> <br />Agency Coordination and Consultation <br /> <br />Coordination and consultation with cooperating federal, state and local agencies and tribes <br />will be done concurrently with the development of alternatives and preparation of the EIS, Status <br />reports of progress, project planning meetings and conference calls, meetings with cooperating <br />agencies, and regular interaction between the EIS Manager(s), Resource Managers and others. as <br />appropriate, will all be necessary in maintaining coordination and communication, <br /> <br />Periodic meetings with these agencies will be held to exchange information, Correspondence <br />and wrinen communication or other means will also be used to assure that all interests have an <br />opportunity to participate at an appropriate level during all phases of the study, <br /> <br />Agencies, local, state, and tribal governments with appropriate expertise or jurisdiction have <br />been invited to participate in the NEP A process as cooperating agencies, The Project Sponsors may, <br />at any time during the course of the project. invite additional agencies to participate in the process as <br />cooperating agencies, <br /> <br />An agreement with each cooperating agency may be developed documenting specific <br />expectations, roles, and responsibilities including such issues as preparation of analysis, schedules. <br />and availability of pre-decisional information. <br /> <br />A draft and final Biological Assessment (BA) will be prepared as part of the Section 7(c) <br />consultation with the Service, It is anticipated that the BA will be prepared concurrently with the <br />development of alternatives and their evaluation, The full range of alternatives will not be presented <br />to the Service in the BA. Instead, the BA will be prepared for the preferred alternative, A draft BA <br />for internal review will be prepared when the Preliminary Draft Environmental Impact Statement <br />(PDEIS) is prepared, Revisions and corrections will be made, and the final BA will be filed with <br />the Service at the same time that the DEIS is released for public review, <br /> <br />Coordination with the State Historical Preservation Officer (SHPO) and the Tribal Historic <br />Preservation Officer (THPO) will take place during the EIS period. including Class I and Class II <br />surveys, development and/or amendment of any necessary Memoranda of Agreement with the SHPO <br />over the preferred alternative, <br /> <br />I3 <br /> <br />01283 <br />
