538.240 Application, disbursement of revenues by commission.
1. Revenues received from the sale of water delivered through
the water service facilities referred to. in J\TR-S 538.220 shall be
applied and disbursed by the commission iu the following order:
(a) fro the payment to the lj'ederal Government or to the commis~
sian of the cost of operation and maintenance- of such works and
facilities.
(b) To the payment to the Federal Government of cost of con-
strllctioll of such works and facilities allocated by the Secretary of
the Interior for reimbursement under any contracts therefor.
(c) To the payment of compensation and expenses of the commis-
sion and all other obligations incurred through performance by the
commission of the duties designated in NRS 538.040 to 538.260,
inclusive.
(d) To the repayment to the State of Nevada of any moneys
advanced or appropriated to the commission, such repayment to be
placed in and to be a part of the general fund of the state.
2. Revenues received from the sale of power or water other than
provided for in subsection 1 or otherwise shall be applied and dis-
bursed by the commission in the following order:
(a) To the paynwnt to the Federal Government of the cost of elec-
trical energy and the generation and delivery thereof in accordance
with bilIs rendered by the Secretary of the Interior of the United
States.
(b) To the payment to other entities of the cost of water and the
cost of electrical energy and the generation thereof or the cost of
water or the cost of electrical energy and the generation thereof in
accordance with bins rendered by such entities.
(c) rpo the payment of compensation and expenses of the commis-
sion and aU other obligations incurred through performance by the
commission of thc duties designated in NRS 538.040 to 538.260,
inclusive.
(d) To the repayment to the State of Nevada of any moneys
advanced or appropriated to the commission, such repayment to be
placed in and to be a part of the general fund of the state.
3. All vouchers for the disbursement of such funds shall.be paid
out of the Colorado River commission fuud upon "\varrallts to be
drawn by the state controller and paid by the state treasurer.

538.250 Duties of state controller, state treasurer. The state
controller is authorized and required to draw his warrants on the
Colorado River commission fund for payment of all claims against
such fund, aud the state treasurer is authorized and required to pay
the same.

538.260 Approv'al of contracts by governor. Any and all con.
tracts entered into by the commission pertaining to the water of the
Colorado River belonging or allottedto or contracted by the State of
Nevada and the electrical power developed at Hoover Dam or else-
where on the Colorado River, or contracts entered into p'ertaining to
power and water or power or water belonging, allotted to or con-
tracted by the State of Nevada from other entities shall not be
binding upon the State of Nevada until approved by the governor.
