<br />5. Any such lease, sublease, contract or sale, either of the ,vater
<br />or power mentioned in NRS 538.040 to 538.260, inclusive, shaU not
<br />become binding upon the State of Nevada until ratified and approved
<br />by the governor and, ,,,here required by the provisions or subsection
<br />2 of NRS 538.220, until approved by the United States.

<br />538.190 Colorado River commission fund; research .and develop.
<br />ment fund. .
<br />1: Except as provided in subsection 2, all revenues derived from
<br />the sale., lease or use of water or power which shall become due and
<br />owing to the State or Nevada under any lease, contract or sale,. or
<br />otherwise, or water or power obtained from the Colorado River
<br />power and water system, and from other sources, shall be received,
<br />collccted and paid directly to the state treasurer and deposited by
<br />him in a fund, hereby created, to bc known as and called the Colo.
<br />rado River commission fund.
<br />2. There is hereby created in the state treasury the Colorado
<br />River commission research and development fund for the purpose
<br />of defraying the costs of engineering studies, analysis, negotiation
<br />and such, other efforts as may, in the opinion of the commission, be
<br />necessary and proper for the protection of the interests of the State
<br />of Nevada in the development and acquisition of sources of water
<br />and power along and related to the Colorado River and elsewhere.
<br />The charge for water and power included in any lease or contract
<br />cxecuted after April 18, 1963, between the commissiou and water
<br />or power nsers shall be sufficient in amount to maintain the Colorado
<br />River commission research and development fund in addition to
<br />defraying the cost to the commission of water and power delivercd.
<br />When collected, such additional revenues shall be paid directly to
<br />the state treasurer and deposited by him in the Colorado River com.
<br />mission research and dcvelopment fund.

<br />538.210 Rules and regulations of commission. The commission is
<br />authorized to adopt such written rules and regulations governing
<br />the procedure described in NRS 538.130 to 538.200, inclusive, as may
<br />be just and reasonable.

<br />service facilities, electrical generating machinery, equipment; repay.

<br />sive, to the contrary, the commission is authorized to request, on
<br />behalf of the State of Nevada, from the Secretary of the Interior of
<br />the United States the installation of water service facilities and elec.
<br />trical generating machinery and equipment or water service facilities
<br />or electrical generating machinery and equipment as the commis-
<br />sion in its discretion may deem necessary or convenient to meet and
<br />serve the future water and power demands and requirements of the
<br />
