<br />12-6-91 <br /> <br />SCOPE OF SERVICES <br />Page 2 <br /> <br />. <br /> <br />Project Purpose <br /> <br />The purpose of the project is to develop a computer model of the hydrology, water <br />rights, and water management practices of the Gunnison River basin that will allow model <br />users to easily and effectively assess the implications of changes in basin hydrology, water <br />development, and water management practices. The Planning Model will be comprised of <br />a simulation component representing basin hydrology and water project operations and a <br />user interface component which facilitates the creation, modification, execution and <br />interpretation of user-defined planning scenarios. <br /> <br />General Project Approach <br /> <br />Development of the Gunnison River Basin Planning Model will adhere to two <br />fundamental principles. The first of these is that the work will build as much as possible <br />on the existing model in order to most effectively use project resources. The work will <br />build on the existing model primarily by using the existing model and its underlying <br />network modeling system as the basis for the Planning Model. In effect, development of . <br />the Planning Model will comprise modification and enhancement of the existing model. <br /> <br />The second fundamental principle is that the development process will follow a <br />structured software development procedure with ample allowances for thorough <br />specification and testing of all software components. The process will include a number <br />of opportunities for potential model users to describe their needs and to influence model <br />design and will ensure that the resulting software product is responsive to user <br />requirements and reliable in its operation. The detailed steps of this software development <br />procedure fonn the basis of the Detailed Work Plan described later in this document. <br /> <br />PROJECf ADMINISTRATION <br /> <br />Project Team and Organization <br /> <br />The project will be carried out by a team of key professionals with knowledge and <br />experience in Gunnison River Basin water resources and in development of computer <br />models for water resources planning and management. The key professionals to be <br />committed to the project by Hydrosphere will be Dr. Charles M. Brendecke, Mr. Bradley <br />H. Udall, and Mr. Charles R. Haines. This team will be supported by qualified technical <br />staff who will assist in specific aspects of the work. <br /> <br />. <br />
