Seven <br />Sponsoring Agencies [Upper Gunnison River Water Conservancy District, Uncompahgre <br />Valley Water Users Association, Tri-County Water Conservancy District, Colorado River <br />Water Conservation District, Colorado Water Conservation Board (CWCB), Colorado State <br />Engineer (CSE) and the U. S. Bureau of Reclamation (Reclamation)] are contributing cash <br />and in-kind services in an effort to develop the necessary computer software. A need for <br />two primary water management tools has been identified by a Sponsors Committee, <br />consisting of representatives from the seven sponsoring agencies. <br /> <br />The first tool will help to better understand how water in the basin is being <br />administered, allocated and depleted on a daily basis in connection with major basin water <br />storage facilities and exchange agreements currently in existence. The tool which will <br />address this need will be a water accounting spreadsheet (accounting spreadsheet) which <br />will accurately reflect the daily administration of major water rights and exchange <br />agreements in the Gunnison basin. Reclamation has been assigned lead responsibility for <br />technical development of the accounting spreadsheet with review and input from the <br />Sponsors Committee. <br /> <br />The second tool needed is a computer based water resources planning model <br />(Planning Model) that will aid in understanding the availability of water throughout the <br />entire basin in order to evaluate: (1) existing water supplies at selected sites and stream <br />segments, (2) the potential for integrating operations of existing projects, and (3) the <br />effects of proposed water development alternatives on the basins water resources. The <br />planning model will have the capability to evaluate the availability of water under existing <br />conditions as well as to analyze future water supplies under a variety of hypothetical <br />development scenarios. <br /> <br />This Scope of Services describes the work to be undertaken by Hydrosphere <br />Resource Consultants, Inc. (Hydrosphere) to develop the Planning Model. <br />
