The state Nonpoint Source Water Quality <br />~ Assessment and Management Plan reports have been approved by <br />EPA. The Management Plan provides for federal consistency <br />reviews with State programs in accordance with Section 319(K) <br />of Clean Water Act. These projects i,nclude modification of <br />irrigation systems, salinity control projects, impoundments, <br />and diversion. <br /> <br />California <br /> <br />No new or reissued NPDES permits were issued during this <br />reporting period. Discharge permit requirements for land <br />discharges include a prohibition of brine backwash from water <br />softeners into evapo-percolation ponds that overlie ground <br />waters which are in hydraulic continuity with the Colorado <br />River System. Industrial discharges are confined in <br />impervious evaporation basins. <br /> <br />Colorado <br /> <br />There are currently 360 NPDES permits in the Colorado <br />River basin portion of the state, of which 161 are domestic <br />or municipal permits and 199 are industrial permits. Of this <br />total 23 are classified as major municipal permits and 12 are <br />classified as major industrial permits. <br /> <br />There are 6 new permits issued and 26 permit renewals <br />approved between October 1, 1988 and September 30, 1989. All <br />new or reissued permits comply with Forum policy. <br /> <br />Water Quality Control Plans exist for all four Planning <br />Regions located within the Colorado River basin; During the <br />time frame covered by this report, there were no revisions to <br />the plans. The states' "Nonpoin,t Source Assessment Report" <br />and "Nonpoint Source Management program" were adopted by and <br />approved by EPA region VIII in May 1989. An annual report on <br />Section 319 activities during FY 1989 was completed on <br />September 1, 1989 by the Colorado Department of Health which <br />further describes those activities. <br /> <br />Nevada <br /> <br />The State has an NPDES permit application for a <br />municipal discharge from the City of Laughlin pending. The <br />draft permit complies with Forum policy. <br /> <br />New Mexico <br /> <br />Activity on NPDES permits in the Colorado River basin <br />above Imperial Dam in calendar year 1989 included five <br /> <br />-14- <br />
