<br />N <br />'-11 <br /><Xl <br />0') <br /> <br />. <br /> <br />. <br /> <br />(NPDES) permits, water quality standards, and review of <br />National Environmental policy Act (NEPA) documents under <br />Section 309 of the Clean Air Act. Except for NEPA reviews, <br />these programs are largely delegated to the states with EPA <br />oversight. Concerns over wetlands and EIS adequacy were <br />raised during the review of the Supplemental Draft EIS for <br />McElmo Creek Unit. EPA has continued to work with project <br />sponsors to resolve conflicts so that the McE1mo Creek <br />project can proceed in a timely manner. Differences between <br />EPA, SCS and the states are being addressed. <br /> <br />EPA continues to work with Reclamation and the Forum on <br />the Underground Injection Control (UIC) well requirements for <br />the Paradox Valley Salinity Control Unit and other injection <br />activities in the Colorado River Basin which have an impact <br />on salt loading to the river. <br /> <br />State Salinity Control Activities <br /> <br />Important components of the plan of implementation for <br />salinity control are the Basin states' activities associated <br />with the control of total dissolved solids through the NPDES <br />permi t program and the water quali ty management plans. The <br />delegation authority for the permit program and a summary of <br />water qua1i ty management planning are presented in the 1987 <br />Review. Only those actions that have taken place since the <br />1987 Review will be identified. All states with the <br />exception of Arizona have gone through the re-adopted process <br />of the ~1987 Review - Water Quality Standards for Salinity _ <br />Colorado River System". However, Arizona has adopted the <br />numeric criteria in 1976 and the criteria and locations as <br />set forth in 1987 Review have not changed. Arizona will <br />adopt the reference to implement the 1987 Review. <br />California, Nevada, New Mexico and Utah have submitted their <br />review to EPA for approval. California, Nevada and New <br />Mexico have received approval. A complete listing of the <br />NPDES permits issued within the Colorado River Basin are <br />presented in Appendix A. Those permits on which action took <br />place since the 1987 Review are discussed in the following <br />paragraphs, together with the actions taken by the states <br />since the 1987 Review. Some Basin states have completed and <br />some are in the process of developing and implementing <br />Nonpoint Source Control Assessments and Management Programs <br />under Section 319 of the Clean Water Act. <br /> <br />Arizona <br /> <br />In drafting NPDES permits for industries throughout the <br />Colorado River Basin within the state above Imperial Dam, <br />Arizona follows the Forum's policy regarding salinity <br /> <br />-13- <br />
