.

.

'" Lo~er Gunnison Basin Unit - In FY1989, 14 CRSC USDA
U1 saliiiTty control contracts, were signed with farmers
00 obligating about $510,000, mainly in the Tongue Creek area.
U1 To date, 17 contracts have been signed with participants.
Implementation of theonfarm practices has resulted in
seepage reduction of 150 acre-feet and a salt load reduction
of 700 tons per year. Most gratifying in this project area
is the farmers willingness to voluntarily replace wildlife
values. About 31 percent of the contracts prepared include
wildlife habitat practices.

McElmo Creek Unit - SCS, in cooperation with
ReclaniatIon-,-theMeintezu-ma Valley Irrigation District and
land users, is continuing to identify the best locations for
the pipeline laterals that will be installed under the
Dolores Project. USDA's HcElmo Project final EIS was
published on October 2, 1989. Implementation of the USDA
program will begin in 1990. USDA will allocate cost-share
funds for salinity control contragts to this project in FY
1990. ses has assigned a full time wildlife biologist to the
area to assist with the voluntary wildlife habitat
replacement activities.

Moapa Valley Unit - SCS began preparation of a draft EIS
which is scheduled for release in 1990. 'l'he Nevada
Legislature, in 1989, appropriated $500,000 for program
implementation contingent on matching funds from Clark County
and the Muddy Valley Irrigation District. Monitoring and
evaluation activities are underway.

Extension Service-Information and Education - The Exten-
sion Service is responsible for development and coordination
of the USDA information and education program. Full-time
extension agents are now ,located in the Big sandy, Grand
Valley, Uinta Basin and Lower Gunnison projects.

Monitoring and Evaluation - Monitoring and evaluation
activities are underway in each of the USDA salinity
projects. The objectives are to: 1) assess the
effectivenes~ of the program On reducing salt loading~ 2)
monitor the impacts of implementation on wetlands and
wildlife habitat values~ and 3) determine the costs and
economic effects of program implementation.

Environmental Protection Agency

The major Environmental Protection Agency (EPA) programs
dealing with salinity control are water quality management
planning, National Pollutant Discharge Elimination System

-12-
