The new permit was issued for groundwater <br />remediation of a leaking underground storage tank. All new <br />and reissued permits comply with Forum policy. <br /> <br />The state developed an assessment of non-point source <br />impacted waters and a management program for controlling <br />pollution from non-point sources, including salinity affected <br />waters in the Colorado River basin, under Section 319 of the <br />1987 amendments to the Federal Clean Water Act. Several <br />management agencies including the U.S. Forest Service, Bureau <br />of Land Management, and the Bureau of Indian Affairs <br />participated in the development of the management program. <br />The assessment and the management program have been approved <br />by EPA. <br /> <br />Utah <br /> <br />Four industrial and one municipal discharge permits were <br />reissued during the reporting period. All permits comply <br />with Forum policy. <br /> <br />There were eleven culinary water treatment plants and <br />eight coal mines covered by general permits. All permits <br />comply with Forum policy. The Rio Algom mine has been closed <br />and all discharges have ceased. <br /> <br />The state is currently preparing a salinity addendum to <br />its Nonpoint Source Management Program. <br /> <br />Wyoming <br /> <br />Ten permits were reissued and 5 permits became inactive <br />during the period since October 1988. All permits comply <br />with Forum policy. Wyoming is developing the NPS management <br />program under Section 319. <br /> <br />Forum Activities <br /> <br />Public Involvement and participation <br /> <br />An awareness of salinity sources, impacts, and <br />alternative methods of control is required if the implementa- <br />tion of the salinity control program is to progress. In <br />conjunction with the Forum, the seven Basin states continue <br />to work to increase the public's understanding of Colorado <br />River salinity. This Annual Progress Report is a part of <br />that effort. <br /> <br />-15- <br />
