I.

.

.

N
CJ1
00
00

reissued permits, one new permit, and one discontinued
permit. The new permit was issued for groundwater
remediation of a leaking underground storage tank. All new
and reissued permits comply with Forum policy.

The state developed an assessment of non-point source
impacted waters and a management program for controlling
pollution from non-point sources, including salinity affected
waters in the Colorado River basin, under Section 319 of the
1987 amendments to the Federal Clean Water Act. Several
management agencies including the U.S. Forest Service, Bureau
of Land Management, and the Bureau of Indian Affairs
participated in the development of the management program.
The assessment and the management program have been approved
by EPA.

Utah

Four industrial and one municipal discharge permits were
reissued during the reporting period. All permits comply
with Forum policy.

There were eleven culinary water treatment plants and
eight coal mines covered by general permits. All permits
comply with Forum policy. The Rio Algom mine has been closed
and all discharges have ceased.

The state is currently preparing a salinity addendum to
its Nonpoint Source Management Program.

Wyoming

Ten permits were reissued and 5 permits became inactive
during the period since October 1988. All permits comply
with Forum policy. Wyoming is developing the NPS management
program under Section 319.

Forum Activities

Public Involvement and participation

An awareness of salinity sources, impacts, and
alternative methods of control is required if the implementa-
tion of the salinity control program is to progress. In
conjunction with the Forum, the seven Basin states continue
to work to increase the public's understanding of Colorado
River salinity. This Annual Progress Report is a part of
that effort.

-15-
