<br />Metropolitan Water Supply Investigations - Phase II Plan of Study <br />7/5/94 4:17 PM <br /> <br />Page 12 <br /> <br />Investigate the legal framework of recharge to alluvial aquifers under <br />Colorado law and Federal law . <br /> <br />Economic issues related to alluvial recharge, including an analysis of recharge <br />wells vs. recharge pits and ditches, construction costs and 0 & M costs. <br /> <br />Environmental and permitting issues: on and off site environmental impacts, <br />recharge facility construction, 404 permits, EPA compliance issues, and ESA <br />concern. <br /> <br />c) Output <br /> <br />A memorandum report presenting compiled fmdings with accompanying <br />graphs, maps and tables as needed. <br /> <br />d) Sub-Task Leader: Mark Palumbo <br /> <br />5. Sub-Task 4e: Background Analysis of Critical Surface Water Issues <br /> <br />a) Purpose:. <br />Gather relevant information and analyze at a preliminary level certain surface <br />water hydrologic and operational topics related to identified MWSI project <br />priorities. Present results of this inventory and analyses in a manner easily <br />understood and useable for further investigation of conjunctive use, effluent <br />management and other systems integration opportunities. At a broad level <br />these topics include: <br /> <br />. Availability of surface water for conjunctive use. Includes South Platte <br />spill water, excess Windy Gap water, water from various levels of <br />increased surface reservoir drawdowns (assuming payback from <br />groundwater systems), local capture of tributary surface water. <br />. Availability of effluent supply for effluent management purposes. What is <br />existing and future effluent supply, in terms of volume, location, <br />reusability, timing and water quality? <br />. Characterization of call' regime and exchange potential under eXisting and <br />pending rights. <br />. Investigation of urban return flows other than wastewater and how they <br />affect river calls and exchanges. <br />. Review of instream flow requirements (or potential requirements) for the <br />South Platte below Chatfield. <br />. Definition of "baseline" reservoir operations involving Chatfield Reservoir <br />and upstream water supply reservoirs. <br />
