<br />Metropolitan Water Supply Investigations - Phase II Plan of Study <br />7/5/944:17PM <br /> <br />Page 13 <br /> <br />b) Approach <br /> <br />For each of the topic areas listed above, specifically defme areas of <br />investigation through discussions with various T AC members. <br /> <br />Identify and specify major governing assumptions regarding hydrology, water <br />demands, water rights, water supply facilities and system operations. Review <br />these assumptions with major players (Aurora, Denver, Thornton, Centennial, <br />Englewood, Barr Companies, Consolidated Ditches, SEa) and, attempt to <br />arrive at agreement regarding assumptions. Identify areas of controversy, <br />understand and document various perspectives. <br /> <br />Compile relevant basic data from the existing information sources including: <br /> <br />. Streamflow records for the South Platte River and tributaries. <br />. Diversion records for the South Platte River from Chatfield Reservoir to <br />the Consolidated Ditches of Water District No.2. <br />. Operational and water rights accounting records from individual suppliers. <br />. Effluent discharge records. <br />. Estimates of urban return flows other than wastewater discharges. <br />. River call records identifying the duration and priority date for historic <br />river calls. <br /> <br />Summarize existing exchange decrees, pending applications for future <br />exchanges, exchange agreements and the 1940 Denver-Consolidated Ditches <br />agreement. <br /> <br />Data and results from previous studies conducted by the Metro Wastewater <br />Reclamation District, U.S. Geological Survey and U.S. Environmental <br />Protection Agency will be reviewed and summarized as appropriate. <br /> <br />Via inspection and review of existing information, develop preliminary <br />responses to each of the listed topics, along with supporting data. No <br />additional modeling studies will be done as a part of this task unless easily <br />accomplished via existing modeling tools. <br /> <br />, , <br />c) Output <br />A task memorandum with accompanying graphs and tables. Quantitative data <br />to be developed on a monthly basis for the Denver Water period of study <br />(1950-1991) if feasible. A narrative description of South Platte River <br />operations, identifying primary users, operational criteria, spill occurrences, <br />existing exchanges and constraints for additional exchange potential. <br />Tabulations of basic data for streamflow, diversions, effluent discharges and <br />water quality as necessary. <br />
