"Database Management Program" and provide easy access to covered
collection information from any internet-connected personal
computer,

G. Prepare and distribute manual for use of catalogue and collection.
Rescheduled for later in 1995 and will be included in the final
report.

H. Prepare third-year annual report for the Bureau of Reclamation,
Biology Committee, and Director of the Colorado River Recovery
Implementation Program. This document is our third (FY 94) annual
report. A final report will be submitted at the conclusion of all
delayed project work later in 1995.

VII, Recommendations: A substantial amount of backlogged material will
remain uncatalogued after present ,funds are depleted later in 1995.
The number of these'ccollections will probably be greater than was
anticipated at the time of our original proposal in which we noted that
it might be necessary to continue 'funding after the proposed 3-year
period. The larger remaining backlog is in part due a greater volume
of samples received and processed in the last few years than was
originally anticipated. We will document the volume of backlogged
material and estimate the time and funds required to complete the task
by spring 1995, A new proposal will then be submitted to complete work
on backlogged collections. We recommend continued support of this
effort.

Beginning with our contracts for processing 1994 collections (FY 95),
we included a 5% increase in estimated cost per sample to cover
collection cataloguing, catalog labeling, and initial maintenance.
That figure will be revised in future contracts to reflect more precise
estimates of the time and effort required for those tasks. We
recommend that all future contracts for sample processing include cost
coverage for cataloguing and initial maintenance tasks (assuming those
collections are to be stored and maintained as part of lFl
Collections), Generally, similar costs will be assessed for
collections processed by others but deposited with us for long-term
care and future access,

We now have more Upper Colorado River Basin collections than can be
accommodated on existing shelf space. We will work with our University
Department and College to identify and secure additional space for new
shelving, Unless we can secure adequate funds or contributed shelving
in 1995 from Upper Basin agencies or elsewhere, provisions for new
shelving and related facility modifications (if necessary) will be
included in the above referenced proposal for completing work on
backlogged collections. We recommend Recovery Program support for this
expansion of collection storage capacity,

Once catalogued and shelved, collections still require periodic
(preferably semi-annual) checks of fluid levels, condition of
containers, and proper organization on storage shelves, Also, time for
proper management of the collection and provisions for access to it or
arrangements for and documentation of loans, exchanges, or transfers

3
