Allows the commissioner to: <br />. Adopt rules for the control of depredating animals in consultation <br />with ithe wildlife commission; <br />. Establish methods of controlling depredating animals, whether <br />lethal or nonlethal; <br />. Allo~ owners of agricultural products or resources and their agents <br />or d~signeesto control depredating animals; and <br />. AlloW! nonlethal methods of control or preventive activities.. <br /> <br />Requires the commissioner, when promulgating rules, to obtain the prior <br />approval of th~ state agricultural commission and to consider and encourage <br />, , <br />humane and effect~ve methods of control. <br />, <br /> <br />Includes $pecific provisions concerning the control of depredating <br />animals of at-r~sk species as follows: <br />. Requires the wildlife commission to preapprove any rules concerning <br />the taking of such animals; <br />. Requires the commissioner of agriculture to consider any reasonably <br />workaple alternative designed to minimize the direct effect on such <br />animals; <br />. Prohipits the commissioner from controlling such animals unless <br />damage is occurring; and <br />. Requit:'es the commissioner to notify the division of wildlife before <br />controlling such animals. <br /> <br />Authorizes: the commissioner to contract with the division of wildlife <br />for financial and other assistance. <br /> <br />APPROVED by Gov~rnor April 12, 1996 <br /> <br />EFFECTIVE April 12, 1996 <br /> <br />S. B. 96-170 Severance tax trust fund - distributions - appropriation. <br />Authorizes the use of severance tax trust fund moneys for funding programs <br />that promote and encourage sound natural resource planning, management, and <br />development. Splits the severance tax trust fund into the perpetual base <br />account and the !operational account. Requires one-half of the severance tax <br />receipts credit$d to the fund for tax years commencing on and after January <br />1, 1995, to be credited to the operational account for funding such programs. <br />Requires the ex$cutive director of the department of natural resources to <br />
