Imposes a civil penalty, not <br />exceed $500. a day, for violations of groundwater diversion rules an <br />reporting requirements as well as for interfering with groundwater diversio <br />measuring equipment. Provides for the enforcement of such penalties byth <br />state engine~r and water division engineers through the attorney general' <br />office. Ma~es persons responsible for excess groundwater diversion <br />resulting in :violations of interstate compacts liable for expenses of th <br />state in mitigating any such violations. <br /> <br />For fisc.al year 1995-96, appropriates $309,963 and 3.6 FTE from th <br />general fund :to the department of natural resources for allocation to th <br />state engineer, out of which amount $75,011 and 1.2 FTE are appropriated t <br />the department of law and $8,870 to the department of personnel fo <br />allocation to the division of central services; for fiscal y.ear 1996-97, <br />appropriates $701,836 and 9.5 FTE from the general fund to the state <br />engineer, out of which amount $250,038 and 3.0 FTE are appropriated to the <br />department of' law and $21,288 to the division of central services. For <br />fiscal year 19'96-97, appropriates $20,004 and 0.5 FTE from the general fund <br />to the trial courts division in the judicial department. <br /> <br /> <br />APPROVED by Governor March I, 1996 <br /> <br />EFFEC1'IVE March I, 1996 <br /> <br />S.B. 96-153 Water conservation board project <br />deauthorizatioQ - studies - appropriations. Authorizes <br />conservation board to expend moneys from the Colorado <br />board construction fund on the following: <br />. Cert~in enumerated water projects; <br />. The colorado river compact decision support system; <br />. The s~tellite monitoring system maintenance; <br />. Inves~igation of water resources in the lower South Platte river <br />basin:; <br />South. Platte river multi-objective management plan; <br />Roari\lg Fork and Frying Pan rivers multi-objective management plan; <br />Consolidated water resources information center; <br />Analysis of the economic life of the Denver basin aquifer. <br /> <br />authorization and <br />the Colorado water <br />water conservation I <br /> <br />. <br />. <br />. <br />. <br /> <br />Appropriates $480,000 from the Colorado water conservation board <br />construction fund for the purpose of retaining a contractor to design the <br />Colorado river compact decision support system and $113,000 for the purpose <br />of maintaining ~he satellite monitoring system. <br /> <br />Deauthorizes certain projects authorized in previous years. Changes the <br />a~ounts authorized for certain projects in a previous year.
