Makes the following changes in the requirements for issuance 0 <br />a weather modification permit: <br />. EI~minates the requirement that a commercial weather modificatio <br />project be conceived to provide and offer promise of providing a <br />ecdnomic benefit; <br />· Requires weather modification projects to be determined to b <br />sciientifically and technically feasible, rather than onl <br />commercial projects; and <br />· Eliminates the requirement that a scientific or research project be <br />desiigned for and offer promise of expanding knowledge and <br />technology of weather modification. <br /> <br />Changes the permit fee imposed for a commercial weather modification <br />operation fro~ 2% of the value of the contract for the project to an amount <br />set by the executive director of the department of natural resources that is <br />sufficient to: cover the direct costs of application review, public hearings, <br />and permit operation monitoring, Repeals the requirement that certain <br />information be contained in reports filed by weather modification operators. <br />Authorizes the executive director to promulgate rules requiring weather <br />modification operators to file reports. <br /> <br />Extends the automatic termination date for the authority of the <br />executive director to issue permits for weather modification operations to <br />July 1, 2011, 'pursuant to the provisions of the sunset law. <br /> <br />APPROVED by G()vernor May 23, 1996 <br /> <br />EFFECTIVE July 1, 1996 <br /> <br />S.B. 96-124 Ground water - administrative activities related to reaulation <br />of diversions ~ auarnentation loans for Arkansas river basin - appropriations <br />for study of: Arkansas river channel restoration and data collection <br />penalties foriviolations of water diversion restrictions. Authorizes the <br />Colorado water: conservation board to make loans of up to $3,750,000 from the <br />Colorado wate~ conservation board construction fund to the Lower Arkansas <br />water managemeht association to augment the waters of the Arkansas river and <br />appropriates $?O,OOO to the board for grants to coordinate data collection <br />operations . Establishes criteria for granting or denying such loans. <br />Authorizes the Colorado water conservation board to expend up to $150,000 for <br />a channel restoration study of the Arkansas river. Authorizes the state <br />engineer and ~ater division engineers to order energy suppliers to ground <br />water pumps to. provide records of energy supplied to such facilities for <br />purposes of enforcing pumping restriction. Accelerates the priority of water <br />
