CHAPTER N

CONSULTATION AND COORDINATION

Due to the change fran evaporation to disposal by deep well injection a
public involverrent program was initiated in 1981. This section will serve as
the Public Involvem=nt SUllUlary Report on the public involvem=nt process since
the Final Environmental statem=nt.

Public Involverrent and Information

In September of 1982, a newsletter announcing a public meeting and a tour to
be held on November 13 and 14 respectively was mailed to city and county
governments, newspapers, and radio and television stations serving the area and
was made available to all residents of the affected area. Seventeen people
participated in the public meeting on November 13, 1981. Many technical
questions were asked including the type of facilities required, impact on the
local econanic system, the potential and result if oil and gas were found,
mineral rights, and the potential of earthquakes fran injection. The answers to
the questions presented by Reclamation and Williams Brothers Engineering
Canpany, a design consultant, were satisfactory to those in attendance. Of
these issues, earthquake potential and local econanic impacts generated the
greatest concern. The potential for earthquakes was explained and it was noted
that a seismic rronitoring system has already been included in; the test process
and its operation would continue through the injection well study period.
Econanic considerations are of major importance to the study area due to high
unerrployrrent and have been discussed in Chapter III, Social and Econanic. On
November 14, 1981, five local people toured the well-field testing facilities.
Since 1981, various news articles have appeared in The Denver Post; The Durango
Herald; Tllres Independent, Moab, Utah; San Miguel Basin Forum, Nucla t Colorado;
Cortez Sentinel and Montezuma Valley Journal, Cortez, Colorado; Montrose Daily
Press, [):)lores Star, and the Grand Junction Daily Sentinel. These news articles
have been generally informational and have provided a periodic progress update.

An informational presentation was made on June 9, 1982, to the ute Trail
Study Club in Redvale, Colorado. In June 1984, a newsletter was mailed to city
and county governments, newspapers, and radio and television stations, serving
the area and was made available to all residents of the affected area. It
provided a general update of the unit status and a description of how the unit
will proceed.

As construction begins on the test wells, further information dissemination
will continue.

Contact with local landowners and residents is continuing. Any questions
about the unit are answered pranptly.

OCY 60

18
