.

.

5.2.2 Verifying Activities

Verifying activities could be sensitive, especially in
the Glenwood Springs area where existing mineral hot springs have been
developed as tourist attractions. Verifying activities could include seismic
analysis, resistivity sampling, remote sensing, down hole geophysical work in
existing holes, etc. If the contractor desires to drill test holes, or become
involved in surface disturbance, an environmental assessment must be prepared
and approved by Water and Power prior to commencement of the work. The
contractor should identify all proposed activities, including his anticipated
investigation activities with the privately owned thermal springs.

5.3 Alternative Plans

5.3.1 Identification of Alternative Plans

5.3.1.1 Water and Power

Within 60 days after award of the contract, Water
and Power will submit to the contractor a list of five alternative plans to
meet the objective of substantially reducing the salt contribution to the
river. A brief description of the plan and location of the individual
features will be shown but feature costs will not be estimated (see Appendix 3).

5.3.1.2 Contractor

The Contractor will within 60 days after the contract
has been awarded, submit to Water and Power a list of at least five alternative
plans together with a brief description of each plan, its location, its
features, and its effectiveness for meeting the objective of substantially
reducing the salt contribution to the river. Feature costs will not be
required at this stage. Appendix 3 exhibits that an alternative plan consists
of separate features 'and/or components; it must be complete in itself i.e., it
could be constructed and effect the salinity control envisioned.

5.3.2 Selection of Alternative Plans

5.3.2.1 Water and Power

Based upon discussions to be held in Grand Junctjon,
Colorado, between the contractor and Water and Power within 10 days after
section 5.3.1 is completed, Some or all of the alternative plans identified
in section 5.3.1 will be selected by Water and Power and provided to the
Contractor.

5.3.2.2 Contractor

Within 110 days after the alternatives in section
5.3.2.1 have been selected, the contractor will prepare appraisal designs and

D-8
