<br />. <br /> <br />. <br /> <br />estimates and environmental assessments for each alternative plan. Each <br />alternative plan summary will be bound separately for ease of reproduction and <br />review. These summaries will contain a sketch map showing location of <br />potential features, narrative descriptions, and environmental assessment <br />information for each plan. The ecomomic information will be summarized using <br />the format shown as Appendix 4, Comparative Analysis of Alternative Plans. <br />Physical characteristics at proposed evaporation pond sites will be such that <br />essentially zero discharge (leakage) can be maintained. The Contractor will <br />accomplish all of the necessary work including field tests to assure compliance <br />with this requirement. <br /> <br />The contractor will identify the date of the price <br />level of his cost estimates. Water and Power will provide the applicable rate <br />to be used in calculating the interest during construction and amortizing <br />capital costs. Comparative economic analyses will be for a 100-year period. <br /> <br />Environmental information will be based on existing <br />data (see section 3.1.1) and generally displayed in accordance with the <br />procedures outlined in the report, Environmental Quality Assessment in <br />Multiobjective Planning, November 1977, prepared by Batelle Columbus Labor- <br />atories for the Bureau of Reclamation and the Council on Environmental Quality <br />Regulations effective July 30, 1979. <br /> <br />5.3.3 Additional Alternative Plans <br /> <br />5.3.3.1 Water and Power <br /> <br />Within 45 days after the information requested <br />in section 5.3.2.2 is completed, Water and Power wil( hold a public partici- <br />pation meeting (see section 5.4.2). Based on the results of this meeting, <br />additional alternative plans but no more than three, may be identified for <br />appraisal-level designs and estimates and environmental assessments. <br /> <br />5.3.3.2 Contractor <br /> <br />For the additional alternative plans identified in <br />section 5.3.3.1, the contractor will prepare within 85 days appraisal-level <br />designs and estimates and environmental assessments in accordance with instruc- <br />tions presented in section 5.3.2.2 and prepare summary material described in <br />section 5.4.2. <br /> <br />5.3.4 Plan Selection <br /> <br />5.3.4.1 Water and Power <br /> <br />Within 20 days after the information requested in <br />sections 5.3.2 and 5.3.3 is completed, Water and Power will hold a plan <br />selection meeting described in section 5.4.3. at which the public will again <br />be asked to participate. The purpose of the meeting will be to identify a <br />plan for Phase II designs and estimates and environmental analysis. <br /> <br />D-9 <br />
