. . estimates and environmental assessments for each alternative plan. Each alternative plan summary will be bound separately for ease of reproduction and review. These summaries will contain a sketch map showing location of potential features, narrative descriptions, and environmental assessment information for each plan. The ecomomic information will be summarized using the format shown as Appendix 4, Comparative Analysis of Alternative Plans. Physical characteristics at proposed evaporation pond sites will be such that essentially zero discharge (leakage) can be maintained. The Contractor will accomplish all of the necessary work including field tests to assure compliance with this requirement. The contractor will identify the date of the price level of his cost estimates. Water and Power will provide the applicable rate to be used in calculating the interest during construction and amortizing capital costs. Comparative economic analyses will be for a 100-year period. Environmental information will be based on existing data (see section 3.1.1) and generally displayed in accordance with the procedures outlined in the report, Environmental Quality Assessment in Multiobjective Planning, November 1977, prepared by Batelle Columbus Labor- atories for the Bureau of Reclamation and the Council on Environmental Quality Regulations effective July 30, 1979. 5.3.3 Additional Alternative Plans 5.3.3.1 Water and Power Within 45 days after the information requested in section 5.3.2.2 is completed, Water and Power wil( hold a public partici- pation meeting (see section 5.4.2). Based on the results of this meeting, additional alternative plans but no more than three, may be identified for appraisal-level designs and estimates and environmental assessments. 5.3.3.2 Contractor For the additional alternative plans identified in section 5.3.3.1, the contractor will prepare within 85 days appraisal-level designs and estimates and environmental assessments in accordance with instruc- tions presented in section 5.3.2.2 and prepare summary material described in section 5.4.2. 5.3.4 Plan Selection 5.3.4.1 Water and Power Within 20 days after the information requested in sections 5.3.2 and 5.3.3 is completed, Water and Power will hold a plan selection meeting described in section 5.4.3. at which the public will again be asked to participate. The purpose of the meeting will be to identify a plan for Phase II designs and estimates and environmental analysis. D-9
