This element of cost <br />should be explained by indicating the specific program area .n which such <br />service is to be used. State the amount of man-months of such service <br />to be required and the consultant's quoted rate. State the basis of such <br />rate and whether the consultant has received this rate in performing similar <br />serv.ces for other contractors under Government contracts. <br /> <br />4.3.7 OTHER DIRECT COSTS - Complete Block 9 and Exhibit A of <br />Form OF-60. Include in this category all other direct costs not listed <br />individually above. It should be emplasized that computer usage and/or <br />electronic data processing costs must be separately listed. Be sure to <br />indicate manufacturer, trade name, peripheral equipment, amount of time <br />required, whether the time will be of continuous (one time) nature or sporadic <br />over the duration of the work effort and whether the computer system is owned, <br />leased, or to be subcontracted. A brief statement regarding how such equipment <br />will be utilized shall also be included. <br /> <br />4.3.8 REFERENCE COLUMN - The reference column on Form OF-60 <br />(see footnote 2) is a valuable aid in evaluating cost proposals. Use the <br />column in accordance with instructions contained in the footnote. <br /> <br />4.4 SPECIFIC COST SUBMISSIONS - General instructions on the Cost Proposals <br />are stated in Sections 5.5, 6.3, and 7.3. of the Work Statement.. Specifically <br />prepare the Cost Prososal as follows: <br /> <br />4.4.1 <br />to perform this <br /> <br />Phase I: Prepare a detailed proposal of the estimated cost <br />portion of the work. <br /> <br />4.4.2 Phase II: Do not prepare a Cost Proposal for this portion <br />of the work. Indicate the rates that would apply to this portion of the work; <br />express a commitment to these rates for performance of this portion of the <br />work. <br /> <br />4.4.3 Preparation of Designs: Do not prepare a Cost Proposal <br />for this portion of the work. Indicate the rates that would apply to this <br />portion of the work; express a commitment to these rates for performance of <br />this portion of the work. <br /> <br />4.4.4 Definition of Rates - Rates used above refers to fixed <br />costs such as labor-hour rates, salary rates, fringe benefits, overhead rates, <br />GAE rates, travel costs, mileage, per diem, etc. Excluded from this definition <br />are the quantities that would be multiplied by the rates to yield the total <br />cost; i.e. number of labor hours, number of days of per diem, etc. <br /> <br />5. INFORMATION TO OFFERORS <br /> <br />5.1 NEGOTIATION - Offerors are cautioned to review carefully all terms <br />and conditions and specifications of the RFP prior to submission of proposal. <br /> <br />C-5 <br />
