<br />Likewise, all specific statements, authorizations, authentications, and <br />other information as mentioned on Form OF-60 must be completed or supplied <br />as appropriate. Full disclosure of the offeror's cost and estimating process <br />is required. Detailed supporting schedules and additional data materially aid <br />the Contracting Officer in evaluating proposals. <br /> <br />4.3.2 DIRECT MATERIAL - Complete Block 1 of Form OF-60 and Exhibit <br />A on Form OF-60. <br /> <br />4.3.2.1 SUBCONTRACTING - Extent of subcontracting, if <br />applicable, in the Technical Proposal, inclusive of method of selection, <br />complete basis of estimation of cost, and assurance that further analysis <br />and negotiation on the subcontractor's price proposals will be made. Cost <br />proposals must also list the subcontractor(s) solicited or contemplated to be <br />solicited. Copies of all cost proposals received from subcontractors shall be <br />attached to your proposal. Indicate the type of contract contemplated to be <br />awarded to successful subcontractors, i.e., fixed-price, cost reimbursable, <br />etc. Furthermore, include an indication whether the subcontracted work is to <br />be sole source or multi-source. <br /> <br />4.3.2.2 OTHER MATERIAL - Tooling, test equipment, computer <br />rentals, and similar items shall be itemized separately under Block 9. <br /> <br />4.3.3 DIRECT LABOR - Complete Block 3 of Form OF-60 and complete <br />Exhibit A on Form OF-60. <br /> <br />4.3.3.1 MANNI.NG CHART - A complete manning chart by labor <br />category, task, and (at least) monthly period accounting for the total hours <br />of all types of labor proposed with rates of compensation as applicable <br />exclusive of any overtime premium and/or shift differential. An example of a <br />manning chart is attached. See the "Monthly Manpower Loading SUlIIDary Sheet." <br /> <br />4.3.3.2 LABOR RATES - If the proposed direct labor rates <br />represent other than current weighted average experienced rates for each <br />category, the proposed rates shall be further substantiated and fully justified. <br /> <br />4.3.3.3 NEW HIRES - State whether any additional direct <br />labor (new hires) will be required during the performance period applicable <br />to the investigation. If so, state the number required and identify this <br />labor in the manning chart under 4.3.3.1 above. <br /> <br />4.3.4 LABOR OVERHEAD AND GAE - Complete Block 4 and Block 11 <br />of the Form OF-60 in strict compliance with footnote 3 on the reverse side <br />of the Form OF-60. <br /> <br />4.3.5 TRAVEL COST - Complete Block 7 and. Exhibit A of Form OF-60. <br />Attach a schedule indicating estimated number of man-trips required, destina- <br />tions, and number of days subsistence per trip for each destination.
