Estimates were developed for safe yield, capItal costs, <br /> <br />operation and maintenance costs, capital costs per acre-foot of safe <br /> <br />yield, annualized costs per acre-foot of safe yield, snd mitigation <br /> <br />costs. <br /> <br />SOCIOECONOMIC ANALYSIS <br />The socioeconomic descriptions and analyses address land use <br />conditions, demographic and economic patterns, public facilities and <br />services, financial budgets of public entities, employment patterns and <br />changes, lifestyles; and income, retail sales, and assessed property <br />valuations. Dsta used to determine the existing socioeconomic condi- <br />tions for each water supply source and to estimate future changes in <br />those conditions were obtained from the engineering analysis and from <br />existing sources. <br /> <br />The goal of developing the socioeconomic information was to <br />achieve a common basis for comparison among all water supply sources. <br />A standardized se't of socioeconomic evalustion criteria was developed <br />and applied uniformly to all water supply sources to determine Indivi- <br />dual project impacts and to compare effects among water supply sources. <br />Population and other demographic changes were based on the economic <br />effects of the const ruct ion and ope rat ion phases. Changes in public <br />services were determined by examining the effects that could occur to <br />police and fire protection demands, trsnsportation facilities and <br />systems, and Infrastructure needs. Land use changes were evaluated by <br />examining losses and gains of the different use categories and by <br />estimating changes in economic values. The economic effects of recrea- <br />tional changes were determined by estimating the net change among all <br />kinds of recreatIon use and converting the change to monetary values. <br /> <br />9 <br />
