<br />'; <br /> <br />METlIODS <br /> <br />Development of technical appendix 4B consisted of (I) identifying <br />and fully describing each potential water supply source; (2) deter- <br />mining the key elements required for development of each water supply <br />source; (3) estimating the water yield of each source and the cost of <br />development; (4) defining the development constraints; (5) identifying <br />impacts associated with the source's development and use; and (6) <br />summarizing the results. In order to fully cover all aspects of <br />completing technical appendix 4B, the phases were further segregated <br />into four general categories of related disciplines and issues. The <br />categories include engineering, socioeconomics, environmental, and <br />institutional issues. The following provides a summary of the general <br />methods that were employed in describing the chsracteristics snd <br />evaluating the effects of each water supply source for each of the four <br />general categories. <br /> <br />ENGINEERING ANALYSIS <br /> <br />The engineering descriptions and analyses address project loca- <br /> <br /> <br />tion, design, and structural features; operational characteristics; <br /> <br />water yields; cost estimates; economic evaluat ions; planning history <br /> <br /> <br />and background; construction characteristics; and implementation <br /> <br />schedules. The data supporting these descript ions and analyses were <br /> <br />derived from existing information and sources and from information <br /> <br />generated for the EIS. The goal of compiling these data was to bring <br /> <br /> <br />each water supply source development scenario to a comparable basis. <br /> <br /> <br />The reconnaissance level of detsil was selected as the most sppropriate <br /> <br />method for meeting subsequent evaluation objectives. Water yields were <br /> <br />estimated on an average annual and safe annual yield basis. Standard- <br /> <br /> <br />ized cost evalustion factors and formats were developed to provide <br /> <br /> <br />project and water cost information at an equivalent level of detail for <br /> <br />each water supply source.
