State Water Related Environmental Action Programs <br /> <br />. <br /> <br />. <br /> <br />(1) The Colorado Water Quality Act of 1966 <br /> <br />This Act, as amemded in 1967, established the State Water <br /> <br />o <br /> <br />Pollution Control Commission. This agency handles all policy-making <br /> <br />decisions concerning water pollution control matters and exercises <br /> <br />general supervision in administration and enforcement of the water <br /> <br />pollution control law and any rules, orders and standards -of water <br /> <br />quality. In addition, the Commission is responsible for and has adopted <br /> <br />water quality standards for all state waters. In 1970, the Commission <br /> <br />prepared and adopted rules and regulations for subsurface disposal <br /> <br /><r <br />cJ:) <br />C'1 <br />o <br /> <br />systems. <br /> <br />(2) <br /> <br />The Colorado Land Use Acts of 1970 and 1971 <br /> <br />These Acts established a Land Use Commission and charged that group <br /> <br />to develop a statewide Land Use Plan and Land Use Management System. <br /> <br />The purpose of this plan is to insure planned and orderly development of <br /> <br />the state with special emphasis on balance in future growth and attention <br /> <br />to the preservation of the environment and other public resources. <br /> <br />(3) The Air Pollution Control Act of 1970 <br /> <br />This-legislation created the State Air Pollution Control Commission <br /> <br />with responsibility for recommending statewide air pollution control <br /> <br />measures. Toward this end, the Commission has and will continue to <br /> <br />direct its attention toward solving the high priority air pollution <br /> <br />problems in Colorado which include emissions from motor vehicles, power <br /> <br />plants and industrial installations and emissions from refuse burning <br /> <br />and open burning. <br /> <br />(4) Colorado Environmental Commission <br /> <br />. This Commission was jointly appointed by the Governor and the <br /> <br />Colorado General Assembly in April 1970, in response to Senate Joint <br />
