<br />DRAFT <br /> <br />. Resolution Number 23. The resolution charged the Commission with <br /> <br />identifying and studying the environmental problems of the state and <br /> <br />advising the Governor and the General Assembly of the alternative <br /> <br />o <br /> <br />courses of action which may be necessary or advisable to preserve or <br /> <br />improve the quality of the environment. The Commission submitted its <br /> <br />final report and recommendations, and terminated its activities on <br /> <br />April 1, 1972. The final report issued in March 1972 contains recom- <br /> <br />mendations of the Commission and is designed to pro~ide the facts, <br /> <br />projections and options regarding the environmental problems of Colorado. <br /> <br />(5) Senate Bill 35 <br /> <br />This Bill passed by the 1972 General Assembly concerns the <br /> <br />division of land into sites, tracts, or lots, and provides regulations <br /> <br />. <br /> <br />governing subdivision development. In essence, the Bill requires the <br /> <br />t"') <br />CO <br />N <br />o <br /> <br />owners of proposed subdivisions to show proof of adequate water supply <br /> <br />.and sewage treatment facilities and provide a detailed geologic- <br /> <br />topographic study of the land before additional lots can be sold. <br /> <br />(6) House Bill 1042 <br /> <br />This legislation, effective May 8, 1972, revises 1963 CRS 148-21-45, <br /> <br />as amemded. It does not apply to groundwater wells located within <br /> <br />designated groundwater basins. <br /> <br />For wells not exceeding 15 gallons per minute of production used <br /> <br />for ordinary household purposes in not over three single-falnily dwellings; <br /> <br />fire protection; watering of poultry, domestic animals and livestock <br /> <br />.on farms and ranches; and the irrigation of not over one acre of home <br />permits <br />Eardens and lawns~/will no longer be granted automatically. In the <br /> <br />. <br /> <br />same category are wells not exceeding l5 gallons per minute used for <br /> <br />drinking and sanitary facilities in individual commercial business or <br /> <br />wells to be used exclusively for fire-fighting purposes.
