This action consolidated under orie agency the major Federal <br /> <br />programs concerned with water pollution, air pollution, solid waste <br /> <br />disposal, pesticides regulation and environmental radiation. <br /> <br />(11) The Water Quality Improvement Act of 1970 <br /> <br />This legislation is aimed essentially at strengthening Federal <br /> <br />water pollution control authority, setting up an all-inclusive Federal <br /> <br />Office to furnish policy guidance to environmental quality improvement <br /> <br />programs, and improving effectiveness of the Federal construction grant <br /> <br />If') <br />CO <br />C\.I <br />o <br /> <br />program in combating water pollution. <br /> <br />(12) Refuse Act <br /> <br />In Dcccmb(;~' ~970 tl-.e Pres ident announced a new program to contro~. <br /> <br />water pollution from industrial sources through the permit authority <br /> <br />in the Refuse Act of 1889. That Act, rarely enforced in recent years, <br /> <br />requires a permit issued by the Corps of Engineers for all industrial <br /> <br />discharges into navigable waters in the United States. <br /> <br />-. (13) Clear Air Act of 1970 <br /> <br />This Act requires the Environmental Protection Agency to establish <br /> <br />national air quality standards as well as national standards for signifi- <br /> <br />cant new pollution sources and for all facilities emitting hazardous <br /> <br />substances. It also established a framework for the states to set <br /> <br />emission standards for existing sources in order to achieve the national <br /> <br />air quality standards. The State implementation plans are subject to <br /> <br />Federal approval. If a State plan is unacceptable, the Federal Govern- <br /> <br />ment is empowered to promulgate a plan of its own which will take <br /> <br />preference. <br /> <br />- 5- <br />
