<br />DRAFT <br /> <br />~ administers a program of financial assistance grants to States for the <br /> <br />purpose of facilitating outdoor recreation planning, acquisition and <br /> <br />development activities. The Bureau participates directly in the planning, <br /> <br />o <br />coordination, and establishment of uniform policies with respect to <br /> <br />recreation and fish and wildlife benefits and costs of Federal multi- <br /> <br />purpose water resource projects. <br /> <br />(7) The Clean Water Restoration Act of 1966 <br /> <br />This Act provides for the development of basin-wide pollution control <br /> <br />programs; furnishes technicial guidance to basin planning agencies; and <br /> <br />(8) The Wild and Scenic Rivers Act of 1968 <br /> <br />(.0 <br />cQ <br />"J <br />o <br /> <br />relates state-local planning to Federal planning. <br /> <br />This law established the principle that certain selected rivers of <br /> <br />. <br /> <br />the nation, which with their immediate environments possess outstanding <br /> <br />scenic values, are to be preserved in a free-flowing condition and pro- <br /> <br />tected for the benefit and enjoyment of present and future generations. <br /> <br />The Act also authorizes the Secretary of the Interior to furnish technical <br /> <br />assistance and advice to the states, political subdivisions and private <br /> <br />organizations in their efforts to establish state and local wild, scenic <br /> <br />and recreational river areas. <br /> <br />(9) The National Environmental Policy Act of 1969 <br /> <br />Under this Act all Federal agencies are required to incorporate <br /> <br />environmental considerations in planning and decision-making and include <br /> <br />in every recommendation and report a detailed statement on the environ- <br /> <br />mental impact involved. It also requires these agencies to include the <br /> <br />comments of other affected agencies. The Act established a Council on <br /> <br />4It EnviioITrnental Quality in the Office of the President. The Council <br /> <br />assists and advises the President and reviews programs of Federal agencies. <br /> <br />-4- <br />
