<br />0444 <br /> <br />INTRODUCTION <br /> <br />The Boom Town Financing Study was made possible by a grant from the Eco- <br />nomic Development Administration (EDA), U.S. Department of Commerce. The <br />grant was funded under Title IX, Section 903 of the Public Works and Eco- <br />nomic Development Act of 1965, as amended. As stated in the EDA grant, <br />the purpose of the study is to examine methods of financing the cost of <br />needed public facilities and services in areas experiencing unusual sudden <br />growth due to energy resource development. The study was administered through <br />the Colorado Department of Local Affairs, Office of Rural Development. <br /> <br />Objectives of Study <br />The primary objective of the Boom Town. Financing Study (BTFS) was to re- <br />search and develop recommendations for ways of funding capital improve- <br />ments, public services, and housing in communities likely to experience <br />rapid growth by fossil fuel development. <br />
