Establish an Energy Impact Financial Assistance Office in the Depart- <br />ment of Local Affairs to provide financial and technical assistance <br />to energy-impacted communities and areas. <br /> <br />IV. Make direct grants to energy-impacted communities for the purpose of <br />developing and updating detailed contingency plans in anticipation of <br />public sector financial and housing needs. <br /> <br />VI. Develop a comprehensive state energy policy, with special emphasis on <br />socio-economic impacts, financing of public services and facilities, <br />and equity of financial burden. <br /> <br />VII. Participation by the councials of qovernment in the establishment of <br />local energy impact committ,,:s, and assist in local planning efforts. <br /> <br />VIII. Develop a comprehensive national energy policy, particularly with <br />reference to synthetic fuel development. <br /> <br />IX. A. Stimulate the traditional housing industry to meet the need for <br />temporary and permanent housing. <br /> <br />B. Maximize the use of federal, state and local government housing <br />programs. <br /> <br />C. Involve energy firms in providing housing, especially for em- <br />ployees. <br /> <br />The development of Colorado's energy resources can be accomplished with <br />minimal social and economic dislocations if adequate attention is given <br />to front-end financing and housing needs. The implementation of the Boom <br />Town Financing Study's recOlTlllendations will facilitate this process. <br /> <br />x <br />
