<br />2 <br /> <br />Although the research and recommendations relate to Colorado, it is <br />intended that they be applicable to other states facing similar prob- <br />lems. The methodology and data developed in the course of this study <br />may also be useful to researchers and others analyzing socio-economic <br />impacts of energy development. <br /> <br />An additional objective of the study was to provide an avenue for <br />representatives of the private and public sectors to work together <br />in arriving at acceptable solutions to public sector financing and <br />housing problems likely to come about in rapid growth situations. <br /> <br />Scope of Study <br />The study was limited to analysis of alternatives for dealing with <br />public sector financial impacts and housing needs in communities <br />likely to experience impacts from large scale fossil fuel develop- <br />ment. It was beyond the scope of the study to analyze environmen- <br />tal, social or a broader range of economic impacts normally associ- <br />ated with rapid population growth situations. <br /> <br />Methodology <br />The primary working components of the study included a full time <br />administrative and research staff of three people, two committees <br />appointed by the Governor, and an economic research firm, <br /> <br />The Governor's Advisory Committee, composed mainly of private sec- <br />tor financial experts, developed the actual recommendations for <br />alternative methods of providing front-end financing, and for deal- <br />ing with potential housing problems. It developed the analysis and <br />recommendations through a series of working meetings conducted over <br />a six month period. <br /> <br />The Governor's Resource Committee included department and division <br />heads of state government and a representative from the U.S. Economic <br />
