Such other information pertinent to demonstration of <br />non-practicability as the permitting authority may deem <br />necessary. <br /> <br />C. In determining what permit conditions shall be required, the <br />Department of Health shall consider the following criteria in- <br />cluding, but not limited to: <br /> <br />1. The practicability of achieving the 400 mg/l incremental <br />increase. <br /> <br />\ <br /> <br />2. Where the 400 mg/1 incremental increase is not determined <br />to be practicable: <br /> <br />a. The impact of the total proposed salt input of each <br />alternative on the lower mainstem in terms of tons per <br />year and concentration and the economic impact of the <br />increased salt load. <br /> <br />b. Costs per ton of salt removed from discharge of <br />eaGh alternative plan. <br /> <br />c. Capability of minimizing the salt discharge. <br /> <br />D. If, in the opinion of the Department of Health, the data base for <br />the municipal waste discharge is inadequate, the permit will contain <br />the requirement that the municipal waste discharger monitor the water <br />supply and the waste water discharge for salinity. Such monitoring pro- <br />gram shall be completed within 2 years and the discharyer shall then <br />present the information as specified above. <br /> <br />E. Requirements for establishing incremental increases may be waived <br />in those cases where the incremental salt load reaching the mainstcm <br />of the Colorado River is less than one ton per day or 350 tons per year <br />whichever is less. Evaluation will be made on a case-by~case, basis. <br /> <br />F. All new and reissued NPDES permits for all municipalities shall <br />require monitoring of the salinity of the intake water supply and <br />the wastewater treatment plant effluent in accordance with the fol- <br />lowing guidelines: <br /> <br />5 CCR 1002. 11 <br /> <br />THE CODE OF COLORADO REGULATIONS <br /> <br />.; <br /> <br /> <br />( <br /> <br />
