The no-salt discharge requirement may be waived in <br />those cases where the salt load reaching the mainstem <br />of the Colorado River is less than one ton per day or <br />350 tons per year, whichever is less. Evaluation will <br />be made on a case-by-case basis. <br /> <br />II. Municipal Discharges <br /> <br />The basic pOlicy is that a 'reasonable increase in salinity shall be <br />established for municipal discharges to any portion of the Colorado River <br />stream system, that has an impact on the lower mainstem. The incremental <br />increase in salinity shall be 400 mg/l or less, which is considered to be <br />a reasonable incremental increase above the flow weighted averaged salinity <br />of the intake water supply. <br /> <br />A. The Department of Health may permit a discharge in excess of <br />the 400 mg/l incremental increase at the time of issuance or re- <br />issuance of a NPDES discharge permit, upon satiSfactory demon- <br />stration by the permittee that it is not practicable to attain <br />the 400 mg/l limit. <br /> <br />B. Demonstration by the applicant must include information on the <br />following factors relating to the potential discharge: <br /> <br />1. Description of the municipal entity and facilities. <br /> <br />2. Description of the quanity and salinity of intake <br />water sources. <br /> <br />3. Description of significant salt sources of the munici- <br />pal waste water collection system, and identification of <br />entities responsible for each source, if available, <br /> <br />4. Description of water rights, including diversions and <br />consumptive use quantities. <br /> <br />5,. Description of the waste water discharge, covering <br />location, receiving waters, quantity, salt load, and <br />salinity. ' <br /> <br />6. Alternative plans for minimizing salt contribution from <br />the municipal discharge. Alternative plans should include: <br /> <br />a.
