Mr. Frost discussed current <br />WRC activities, WRC' s role in developing the National Water Policy, <br />and the work plans for implementing the water policy and revising the <br />Principles and Standards. He stated that the President's water policy <br />reform includee a broad set of policy initiatives that concentrate on <br />four key problem areas: <br /> <br />1. Enhancing Federal-State cooperation. <br />2. Making the water projeot planning process more efficient. <br /> <br />3. Providing a new national emphasis on water conservation. <br /> <br />4. Increaliing envirOllllental sll!1sitivity in water resources <br />planning and manaa-ement. <br /> <br />Actual implementation brea.ks down into many separate elements each <br />having very different needs. Some elemebts require completely new <br />legislation; others require new regulations under existing authority; <br />still otherli would be administrative changee in the way some Federal <br />functions are carried out. Others r.quire only the simple reporting <br />of data, the establie~'nt of new workiI1&' relationships, or the <br /> <br />B-2 <br />
