<br />.002893 <br /> <br />GENERAL INVESTIGATIONS <br /> <br />1. Upper Salinas River Basin. On 27 October ~978, the South . <br />Pacific Division Engineer issued his Public Notlce on the completlon <br />of the Review Report for Flood.Contro1 and A~lied P~rposes in the <br />Upper Salinas River Basin. ThlS Report was ln partla1 response <br />to the resolutions adopted on 8 May 1964 and 29 July 1971 by the <br />Committee on Public Works of the House of Representatives. It <br />was concluded that Federal participation ~n measures to provi~e <br />flood control, waste disposal, water qua11ty control, and a111ed <br />purposes is not warranted at this time in the Upper Salinas River <br />Basin a~d it was recommended that no further action be taken under <br />the 8'May 1964 and 29 July 1971 study authorities for the Upper <br />Basin area. <br /> <br />2. ' sa1inaS-Monterer Bay Area Urban Study. The Stage 2 report <br />(With intermediate a ternatives) , completed in June 1978, addressed <br />flooding, water supply, navigation, and water quality problems in <br />the study area. Although the report found no flood control problem <br />in which the Corps would participate, it presented fourteen water <br />supply plans for consideration by local interests and summarized <br />the findings of the Association of Monterey Bay Area Governments <br />(ABAG) 208 Water Quality Management Planning Study. Based on the <br />findings in the report, the decision was made to terminate the study <br />in FY 79 with a report containing the results of studies conducted <br />during Stage 1 (Reconnaissance Report) and Stage 2. That report <br />is' scheduled for circulation among coordinating agencies in March <br />1979. <br /> <br />3.U~~er Alameda Creek Urban Study. A review draft of the Surface <br />Runoff Study was completed and presented to the Association of Bay <br />Area Governments (ABAG) for incorporation into the Section 208 <br />Environmental Management Plan. Comments on the draft have been <br />received from local agencies and the public and incorporated. A <br />Reconnaissance level flood management study for the basin is being <br />conducted. Both structural and non-structural solutions are being <br />investigated. Water supply, fish and wildlife, and recreation <br />potential in regard to flood management will also be investigated. <br /> <br />4. Russian River Basin Study. An evaluation of fish habitat and <br />of barriers to fish migration is nearing completion and information <br />collected in this study will be used in other studies now underway <br />that will address (a) development of a plan for the management and <br />operation of the summer and recreational small dams on the river <br />which can be implemented at the local level; (b) development of a <br />plan for the regulation of flows from Lake Mendocino and the proposed <br />Lake Sonoma to enhance the environment without sacrificing project <br />purposes; (c) development of land-use mapping in critical flood plain <br />areas; and (d) assistance to counties in the study area in developing <br />a plan for the regulation of gravel mining operations in the Russian <br />River. <br /> <br />C-41 <br /> <br />~ <br /> <br />
