OPERATION AND MAINTENANCE PROGRAM

1 Permit Program. The San Francisco District has issued, or is
i~ the process of issuing som~ 11 pennits for landfills o~ marinas.
Environmental statements are 1n various stages of complet10n.

ADVANCED ENGINEERING AND DESIGN PROGRAM

1. Wildcat & San Pablo Creeks. Phase II AE&D studies are proceeding
on schedule and no significant delays are anticipated.

2. JohnF. Baldwin Ship Channel. A report of study accomplishments
and remaining needs, "San Francisco Bay to Stockton, California
Project (San Francisco Bay to Poi,nt Edith Region) - Environmental
Economic Status Report" was furnished to the Contra Costa County
Board of Supervisors, the local project sponsor. The County has
deferred action on the report until a workshop meeting can be
accomplished. A contract has been awarded for installation of
sensors and automatic data collection of critical salinity test
stations in the San Francisco Bay Delta Collection Model to
expedite the continuing testing programs for the Delta Environmental
Study and John F. Baldwin Ship Channel.

3. ' Corte Madera Creek. The Ross Town Council unanimously approved
a plan for completion of the project at a special Town Council
meeting held on 25 May 1978. A draft Supplemental Design Memorandum
and pre-draft Revised Environmental Statement was completed and
sent to the South Pacific Division for review on 18 October 1978.
Public release of these documents for review is scheduled for
1 February 1979.

4. Adobe Dam, Arizona. Phase U studies are underway and if funds
are made available, construction could be initiated in FY 1980.

5. ~$ville Lake. A preliminary Phase I GDM and a draft EIS
for tneMarysville Lake Project at the Parks Bar site have ,been
completed and circulated for review. The State of California
recommended that plan not be implemented because they believe the
pumped-storage project would not be economically feasible and would
cause serious adverse environmental impacts. The Federal Energy
Regulatory Commission (FERC) has recently updated the project power
values to current price levels and has reevaluated the need for
peaking power to be generated by the project. Reanalysis is under-
way to evaluate the project with ,the current FERC power data. At
the same time, several alternatives are being reviewed for economic
feasibi 1 ity under current conditi ons, as reques ted by the Resources
Agency.

c-40
