.r.

.

....... ,..'
:J(.;.~fJ

Response:

The immediate concern of the Bureau, the Forest Service, and the Board
of County Commissioners, Lake County, Colorado, is recognized in a
recent agreement between these agencies which provides for a compre-
hensive study of needed water supply, sewage and solid waste disposal,
and the development of alternative systems to solve these problems as.
they relate to the pollution problems generated by persons using the
lake for recreation purposes and by the community of Twin Lakes. The
study is being made by the Forest Service and is being financed on
an equal basis by all three parties to the agreement.

Private landowners in the vicinity of Twin Lakes who are now concerned
about pollution problems being generated on their lands have been
advised that they can upgrade, replace, or construct additional
sewage disposal facilities which they will later be compensated for
if the Government acquires their property for Project or recreational
purposes.

.

3. Issue: Twin Lakes and Clear Creek have been a constant source of
pollution by human wastes, primarily due to a lack of facilities for
disposal. Local authorities claim the Project will solve these
problems in due time. With an approximate 21 to 22 times increase in
usage, an already dangerous condition will be completely disastrous
and will probably result in the areas being closed to camping, as
Sugar Loaf is now, until funds become available to construct some new
facilities. There will be a decline in recreation.

Raised by:

Name

Representing

Ken Olsen
*Tam Scott
*Stacy Standley
William J. Gregory
Orin Diedrich

Himself
Colorado Rivers Council
Mayor of Aspen
Lake County Commissioners
Himself

Response:

Although we are not involved with the administration of lakeshore
lands now open to the visiting public, it is apparent that these areas
are in critical need of additional sanitary facilities and other
recreational developments needed for water-based recreation activities.

The ,Forest Service will develop the recreation areas at Twin Lakes and
Clear Creek Reservoirs after the lands are withdrawn or acquired for

.

XI-484
