.,'"
S2;..~1
SUBJECT: TWIN LAKES AND TURQUOISE LAKE

.

1. Issue: Sanitation and water facilities are provided for in the
plan and are to be constructed by the Bureau of Reclamation to take
care of the people pollution at Pueblo Dam. Sanitation and water
facilities are not provided for in the plan for Sugar Loaf, Twin Lakes,
except to transfer responaibility to the Forest Service. Why?

Raised by:

Name

Representing

Ken Olaen
*Tam Scott
*Stacy Standley
William Hoffman
William J. Gregory

Himself
Colorado Rivers Council
Mayor of Aspen
Lake County Planning Commission
Lake CoUnty Commissioners

Response:

The Fryingpan-Arkansas Project authorizing act, Section 4, providea
that all landa in excess of the Bureau's needs and within the exterior
boundaries of a national forest, which are acquired for recreation
or other Project purposes, shall become national forest lands. The
Forest Service and Bureau are developing a plan to provide for
recreation development, including sanitary facilitiea. The Bureau of
Reclamation and the Foreat Service, in cooperation with Lake County,
have initiated a study of the water supply and solid waste dispoaal
sanitation problems and possible solutions as they relate to the Twin
Lakes Reaervoir area, Twin Lakes Village and vicinity. This study
will provide a basis for solving these problems and needs for the area.

.

The Forest Service will eventually develop the recreat'ion areaa at
Twin Lakes and Clear Creek Reservoirs after the lands are withdrawn for
Project purposes. They are preaently planning and building recreation
facilities at Turquoise Lake.

2. Issue: The reason given by the Bureau for not requesting an
appropriation for the Twin Lakes area sewage improve..nta is one which
has little meaning to the Board and will have even lesa meaning to the
residenta of Lake County.

Raised by:

Name

Representing

William J.
