Rose <br />"'Tam Scott <br />"'Stacy Standley <br /> <br />Fryingpan Valley Association <br />Colorado Rivers Council <br />Mayor of Aspen <br /> <br />Response: <br /> <br />The Bureau is regulating the releases below Ruedi Reservoir during this <br />interim period for what seems to be the best advantage of various concerns, <br />including flood protection to the area below, fishing on the Fryingpan <br />River, and recreation values. Whenever possible, the requests of the <br />Colorado River Water Conservation District have been met. The Bureau <br />ensures that the streamflow below the junction of the Fryingpan River <br />and Rocky Fork is not reduced below 39 ft3/s from November 1 to April 30, <br />and 110 ft3/s from May 1 to October 30. Paragraph 10 of the Operating <br />Principles requires that these minimum conditions be complied with. <br /> <br />. <br /> <br />3. W. Miller <br /> <br />Response: <br /> <br />I, <br /> <br />The Operating Principles of the Fryingpan-Arkansas Project recognize the <br />need to update the criteria as conditions change. The document under <br />paragraph 19 of the Operating P~inciples provides the means by which this <br />can be accomplished. It authorized the creation of a Commission to study <br />project operations to the end that the stated Operating Principles may be <br />improved upon and recommendations for changes may be made to the contract- <br />ing parties (Colorado Water Conservation Board, Southeastern Colorado <br />Water Conservancy District, Colorado River Water Conservation District <br />and two representatives of the United States). Such a Commission has <br />been created. <br /> <br />4. Issue: Although an operating principles statement is identified for <br />the Fryingpan-Arkansas Project, only the Fryingpan River is considered <br />in any detail and one is moved to ask the cause of the disparity in over- <br />looking the Arkansas River in this statement. <br /> <br />. <br /> <br />XI-480 <br />
