1,-,
r)? i.. j..
~04

SUBJECT: OPERATING PRINCIPLES

.

1. Issue: Can changes be made in the operating procedure and principles
that have been set up to gove~n the Fryingpan-A~kansas Project? There
are things in there that are absolutely ~edundant and inadequate to
achieve the Project purposes. The principles claim that the diverted
water will be gauged and'regulated and measu~ed at the point of diversion,
not downstream.

William J. Rose
f'T am Scott
"'Stacy Standley
J. Sterling Baxter, Jr.

Representing

Fryingpan Valley Association
Colorado Rivers Council
Mayo~ of Aspen
Pitkin County Commissioners

Raised by:

Response:

Paragraph 19 of the Operating Principles, Fryingpan-Arkansas P~oject,
quoted below authorizes the creation of a commission that p~ovides a
means to study the Project diversions and can recommend changes.

"19. To assure p~oject operation in conformity with the
operating p~inciple heretofore stated, to p~ovide a means
for the collection and interchange of information, and to
provide a method for the continued study of p~ject ope~-
ations to the end that, if the stated operating principles
may be improved upon, recommendations for changes may be
made to the contracting parties, a commission shall be cre-
ated in an appropriate manner to be composed of one ~epre-
sentative of the Southeastern Colorado Wate~ Conse~ancy
Dist~ict, one representative of the Colorado Rive~ Water
Conserva"'[ion Districi::, two l'e1J.L'e~eui..d.ti velS vf the uii.it:~d
States, and one rep~esentative of the State of Colo~ado
appointed by the Colorado Wate~ Conse~vation Boa~d after
consultation with the Colorado Game dnd Fish Commission.
The powers of such commission shall be limited to the
collection of data, the making of findings of fact, and
the suggestion of changes in operating p~inciples."

.

Stream gages near the collection points on the Fryingpan Rive~, South
Fork of the Fryingpan River, and Chapman Gulch were moved from their
original locations to points below the diversion dam to accommodate
construction activities. However, after each structure is completed,
all stream gages in the collection systems will be moved to locations
at or just below the diversion structures. This will enable an accurate
measurement of the bypasses returned to their natural streams.

.

XI-479
