Issue: Can changes be made in the operating procedure and principles <br />that have been set up to gove~n the Fryingpan-A~kansas Project? There <br />are things in there that are absolutely ~edundant and inadequate to <br />achieve the Project purposes. To assure p~oject operation in conformity with the <br />operating p~inciple heretofore stated, to p~ovide a means <br />for the collection and interchange of information, and to <br />provide a method for the continued study of p~ject ope~- <br />ations to the end that, if the stated operating principles <br />may be improved upon, recommendations for changes may be <br />made to the contracting parties, a commission shall be cre- <br />ated in an appropriate manner to be composed of one ~epre- <br />sentative of the Southeastern Colorado Wate~ Conse~ancy <br />Dist~ict, one representative of the Colorado Rive~ Water <br />Conserva"'[ion Districi::, two l'e1J.L'e~eui..d.ti velS vf the uii.it:~d <br />States, and one rep~esentative of the State of Colo~ado <br />appointed by the Colorado Wate~ Conse~vation Boa~d after <br />consultation with the Colorado Game dnd Fish Commission. <br />The powers of such commission shall be limited to the <br />collection of data, the making of findings of fact, and <br />the suggestion of changes in operating p~inciples." <br /> <br />. <br /> <br />Stream gages near the collection points on the Fryingpan Rive~, South <br />Fork of the Fryingpan River, and Chapman Gulch were moved from their <br />original locations to points below the diversion dam to accommodate <br />construction activities. However, after each structure is completed, <br />all stream gages in the collection systems will be moved to locations <br />at or just below the diversion structures. This will enable an accurate <br />measurement of the bypasses returned to their natural streams. <br /> <br />. <br /> <br />XI-479 <br />
