Part 1500.8 (a)(2) requires that the
Environmental Statement discuss the relationship of the proposed action
to the land use plan, policies and controls for the affected area. Sub-
sequent to the publication of the Draft Environmental Statement, Fryingpan-
Arkansaa Project, the Bureau of Reclamation obtained a copy of the report
entitled "A Land Use Program for Colorado" by the Colorado Land Use
Commissioner. This report which was published, subsequent ,to the prepara-
tion of the Draft Environmental Statement, provides a framework and a
process whereby the State of Colorado and its various political sub-
divisions can guide future development. It identifies five regions
with similar dominant characteristics and problems and four substantive
areaa which are inseparable from land use questions: environment, economics
and population, natural resources, and social concerns. We are, there-
fore, commenting on how the Project activities have responded with respect
to the major land use goals outlined in the report which are applicable to
the Project.

.

The Fryingpan-Arkansas Project is located within three of the five major
regions identified in the report, namely, the Mountain, Front Range, and
High Plaina. These, then, are the areas of consideration. Only those
goals of the Land Use Program for Colorado relating to the environment
are considered applicable to the environmental statement and the Fryingpan-
Arkansas Prnjpr~l~ ~~12tic~Ghip tv theoe ~udlo iH discussed below:

Goal: Control development to conserve natural environmental amenities,
including air and water.

Although construction of the Fryingpan-Arkansas Project began before
passage of the Environmental Policy Act of 1969, we have involved co-
operating agencies in Project planning. We have attempted to incorpor-
ate environmental concerns into the Project. Since passage of the
Environmental Policy Act, we have taken steps to comply with the intent
of the act in all Project areas. This includes an analysis of environ-
mental concerns during the planning stage of feature construction and
the incorporation of environmental concerns into construction specifi-
cations. Many of the steps taken to conserve environmental amenities,
are listed in the Mitigation chapter of the Final Environmental Statement,
Chapter V.

.

XI-471
