Part 1500.8 (a)(2) requires that the <br />Environmental Statement discuss the relationship of the proposed action <br />to the land use plan, policies and controls for the affected area. Sub- <br />sequent to the publication of the Draft Environmental Statement, Fryingpan- <br />Arkansaa Project, the Bureau of Reclamation obtained a copy of the report <br />entitled "A Land Use Program for Colorado" by the Colorado Land Use <br />Commissioner. This report which was published, subsequent ,to the prepara- <br />tion of the Draft Environmental Statement, provides a framework and a <br />process whereby the State of Colorado and its various political sub- <br />divisions can guide future development. It identifies five regions <br />with similar dominant characteristics and problems and four substantive <br />areaa which are inseparable from land use questions: environment, economics <br />and population, natural resources, and social concerns. We are, there- <br />fore, commenting on how the Project activities have responded with respect <br />to the major land use goals outlined in the report which are applicable to <br />the Project. <br /> <br />. <br /> <br />The Fryingpan-Arkansas Project is located within three of the five major <br />regions identified in the report, namely, the Mountain, Front Range, and <br />High Plaina. These, then, are the areas of consideration. Only those <br />goals of the Land Use Program for Colorado relating to the environment <br />are considered applicable to the environmental statement and the Fryingpan- <br />Arkansas Prnjpr~l~ ~~12tic~Ghip tv theoe ~udlo iH discussed below: <br /> <br />Goal: Control development to conserve natural environmental amenities, <br />including air and water. <br /> <br />Although construction of the Fryingpan-Arkansas Project began before <br />passage of the Environmental Policy Act of 1969, we have involved co- <br />operating agencies in Project planning. We have attempted to incorpor- <br />ate environmental concerns into the Project. Since passage of the <br />Environmental Policy Act, we have taken steps to comply with the intent <br />of the act in all Project areas. This includes an analysis of environ- <br />mental concerns during the planning stage of feature construction and <br />the incorporation of environmental concerns into construction specifi- <br />cations. Many of the steps taken to conserve environmental amenities, <br />are listed in the Mitigation chapter of the Final Environmental Statement, <br />Chapter V. <br /> <br />. <br /> <br />XI-471 <br />
