<br />r" -:" <#!/, l <br />~~L~ <br /> <br />. <br /> <br />Goal: Control development in haz3rdous or environmentally fragile Rreas. <br /> <br />The objective here is to ensure development compatible with safeguarding <br />life and property and preserving environmentally fragile areas. All <br />areas of Project development have been studied and reviewed by special- <br />ists in the fields of geology and biological sciences prior to develop- <br />ment. This is routine in Project development to ascertain the desira- <br />bility of locating features. Additionally, operational crews are <br />required to have a knowledge of possible snowslide areas and other <br />hazardous areas and, with cooperating agency assistance, to keep the <br />general public out of these hazardous areas and to safeguard environ- <br />mentally fragile areas to the extent possible. <br /> <br />Goal: Provide adequate recreational opportunities. <br /> <br />. <br /> <br />One of the purposes of the Fryingpan-Arkansas Project is to develop <br />recreational facilities. In areas where Forest Service lands are <br />involved, such.as Ruedi Reservoir, Turquoise Lake, Twin Lakes, and <br />Clear Creek Reservoir, we have transferred or will transfer lands to <br />the Forest Service for recreational development. The development of <br />recreational facilities at completed features has increased the local <br />area recreational opportunities. At Pueblo Reservoir, recreational <br />facilities have been provided for public use. Recreation development <br />is described as part of the development of each major Project feature <br />in Chapter II of this statement. The expected use is anticipated to <br />increase by an estimated 1.3 million visitor days at Ruedi and Pueblo <br />Reservoirs and a net increase in annual visits totaling: 540,000 at <br />Turquoise Lake, 903,000 at Twin Lakes, and 150,000 at Clear Creek <br />Reservoir. <br /> <br />~oal: Conserve areas of scenic beauty or special interest. <br /> <br />, <br /> <br />Although certain areas of the Project are under construction in scenic <br />areas, a number of steps have been taken to mitigate the Project impact. <br />Most of these items are covered in the Mitigation chapter of the Final <br />Environmental Statement. For example, discussions are included in <br />Chapter V concerning our actions with respect to tunnel portal areas, <br />the use of tunnel construction rather than a ditch system of water <br />collection, rehabilitation of spoil piles, the use of buried pipe <br />instead of open canal on the Mt. Elbert Conduit System, access via <br />tunnels in lieu of roads for construction of certain collection system <br />features. Many steps have been taken to protect the landscape during <br />construction of the Project so that it will be as compatible with the <br />environment as possible. <br /> <br />. <br /> <br />XI-472 <br />
