Ruedi Reservoir, Turquoise Lake, Twin <br />Lakes, and the enlargement of Clear Creek Reservoir are located in <br />mountainous areas and distant from heavily populated areas. Generally, <br />housing developments around these bodies of water will consist of <br />recreation cabins, summer homes, resorts and concessions. These in <br />some cases are limited change, since the previous use was similar. <br />Most lands adjacent to these reservoirs are National Forest used <br />previously for timber production, livestock grazing, wildlife habitat, <br />or recreation as prescribed under multiple-use directives of the Forest <br />Service. Private lands acquired for these reservoirs were similarly <br />used for pasture, some of it irrigated. These lands will be turned <br />over to the Forest Service upon completion of the Project for manage- <br />ment, primarily for recreation and wildlife purposes. <br /> <br />. <br /> <br />Pueblo Reservoir, on the other hand, is located near a major metro- <br />politan area. The acquired lands were previously used for irrigated <br />and dryland farming and as rangeland. The lands adjacent to the <br />reservoir will be turned over to the Colorado Division of Parks and <br />Outdoor Recreation and the Division of Wildlife for wildlife and <br />recreation management. Spinoff developments adjacent to the Project <br />tRke line have occurred, including Pueblo West and another subdivision <br />near Liberty Point. These created low to moderate density residential <br />and light industrial uses on lands previously used for agriculture. <br />This information is included in Sections A and B of Chapter IV of this <br />statement. <br /> <br />5. Issue: The "EPA Standards" (sic) Section 1500.8, Subparagraph 2, <br />requires a discussion of how the proposed action will conform or con- <br />flict with objectives in specific terms of approved or proposed Federal, <br />State and local land-use plans, policies and controls, if any, for the <br />areas affected, including those developed in response to clean air and <br />other standards. An inconsistency exists for the creation of a recrea- <br />tional amenity in the Fryingpan River, which currently is an area deemed <br />premature for development because of the absence of any land-use planning <br />in the area. The statement should describe the existing conflicts or <br />inconsistencies to the extent to which the agency has reconciled its <br />proposed action with the plan, policy or control, and the reasons why <br />the agency has decided to proceed, notwithstanding the absence of full <br />reconciliation. <br /> <br />. <br /> <br />XI-470 <br />
