<br />L.^~'~ <br />J~i~ <br /> <br />Reaponse: <br /> <br />. <br /> <br />Chapter IX of the Final Environmental Statement has been expanded to <br />discuss several alternatives not included in the draft Statement. <br />Alternatives discussed include: No Further Development; Alternative <br />Sources of Water; Alternative Sources'of Power; and Alternatives to" <br />Features. <br /> <br />The physical, biological and social impacts for those Project features <br />completed and now under construction are discussed under the No Further <br />Development alternative. Two alternative sources of water for the <br />eastern slope are identified and discusaed. Since one of the principal <br />Project functions is the generation of electrical energy, several alter- <br />native sources of energy and the transmission of that energy are discussed. <br />Also covered are alternative means to obtain Project objectives not <br />provided by the features already constructed.' <br /> <br />3. Issue: The statement, is required to make a statement concerning <br />irreversible and irretrievable commitments of resources. Again, the <br />primary and secondary effects are deemed to be engineering - quanti- <br />fication of use of cement and the like. Chapter VIII discusses the irreversible and irretrievable <br />commitments of resources, including elements such as natural resources <br />extraction, erosion, destruction of archeological or historical sites, <br />elimination of wildlife habitat, changes in land use commitments of <br />fuel, manpower, water resources, and other renewable and nonrenewable <br />resources, as required by Reclamation Instructiona, Appendix A-5. <br /> <br />4. Issue: The statement is to,address how the development will affect <br />local land-use patterns. And again, at Volume II, Section 4, Page 8, <br />the only reference to effects upon local land-use patterns is an obser- <br />vation that it may create an, inducement for land developers to attempt <br />to develop around the lake community or the resident community, and then <br />just "gracefully bow out of that problem, indicating that it is a matter <br />of local government concern. <br /> <br />. <br /> <br />XI-469 <br />
