.

.

.

5208

September 1959 report of the Bureau of Reclamation
entitled 'Ruedi Dam and Reservoir, Colorado,' with
such minor modifications of, omissions from, or
additions to the works described in those reports
as he may find necessary or proper for accomplish-
ing the objectives of the project."

The development of fish and wildlife reaourcea is incidental to the
primary purposes, but will be provided for to the extent possible,
while still fulfilling its primary purpose of supplying replacement
water to meet senior downstream water rights and to provide water
for other West Slope needs, as required by the Operating Principles,
Section 6a.

5. Issue: We urge the Bureau of Reclamation to establish acceptable
minimum water levels for Ruedi Reservoir to inaure a meaningful,
minimum fish and recreation pool, and to prevent its becoming a
virtual surge tank and a detriment to adequate wildlife maintenance
and recreational and visual enjoyment. Considerably more than 108
surface acrea will be needed for plants of mackinaw, Kokanee salmon,
forage species and mysid ahrimp.

Raised by:

Representing

C. W. Miller
Larry Finnell

Aspen Valley Improvement Association
Colorado Division of Wildlife

Response:

Early in the planning stage of Ruedi Reservoir, it was agreed with
the cooperating agencies that much of the recreation pool requirements
could be met by the normal operation of the reservoir for its primary
purpose. This purpose ia quoted in response to issues 3 and 4 above.

6. Issue: As I recall, 20 years ago, the Ruedi Project waa intended
for additional recreational and flood control of the Fryingpan River.
On behalf of our group and all the other recreational users of Ruedi
Reservoir, I request the use of this body of water, its full capacity,
from June the 15th to September the 15th each year.

Raised by:

Representing

Paul Wirth

Aspen Yacht Club

Response:

At the present time and until the available water in Ruedi Reservoir
is appropriated and marketed, the reservoir is being regulated for

XI-466
