0,.- -""':(";
~_,J .

During June, July, and August in all but exceptionally dry years, the
water surface area will be about 925 acres. The increase in elevation
from spring to summer months would amount to about 50 feet, far from
drying up the reservoir. During the summer, it is estimated that the
elevation might fluctuate, about 7 feet. The higheat level would be
reached during July and the lowest during winter months when the
reservoir is drawn down to receive the spring snowmelt.

.

For the several years that Ruedi Reservoir has been operated, no ahore
dust problems have been encountered. Much of the shoreline area ia in
contact with ateep slopea where a drawdown represents a small exposed
shore area. The aoil along the shorea is generally aandy and not
readily susceptible to wind erosion. Where the overburden was only
several feet thick, some ahoreline erosion has caused amall slides to
develop. Wave action and annual fluctuation have flushed out the
backfill material of ancient filled sinkholes,. None of these, however,
have caused an inordinate dust problem.

4. Issue: The Bureau violates the letter and spirit of the Act which
specifies that it is aupposed to investigate, plan and operate, and
maintain the facilities such as Ruedi Reservoir for the conaervation
and development of fish and wildlife resources.

Raised by:

Representing

Tam Scott

Colorado Rivers Council
Rocky Mountain Rivers Foundation
Mayor of Aspen
Aspen Valley Improvement Association

.

*Stacy Standley
*C. W. Hiller

Response:

The Act specifically citea Ruedi Reaervoir in setting forth the purposes
of the Project as follows:

"That for the purposes of aupplying water for irrigation,
municipal, domeatic, and induatrial uses, generating
and transmitting hydroelectric power and energy, and
controlling floods, and for other useful and beneficial
purposes incidental thereto, including recreation and
the conservation and development of fish and wildlife,
the Secretary of the Interior is authorized to conatruct,
operate, and maintain the Fryingpan-Arkansas project,
Colorado, in aubstantial accordance with the engineering
plans therefor set forth in House Document Numbered 187,
Eighty-third Congreaa, modified as proposed in the

.

XI-465
