Issue: The 108 surface acre reserve pool set up for Ruede Reser- <br />voir is one of the most idiotic things that ever occurred. If the <br />Bureau would take in the river stream bed, which cannot be drawn <br />down - this would be the minimum pool. The Bureau has made no <br />provision for a decent minimum pool in Ruedi Reservoir. Studies show the pool surface area during the fishing <br />season will average about 770 surface acres and during an average year <br />the surface area will usually be 600 surface acres or more for all of <br />the year. At the present, there is no legal restriction on the <br />minimUDI pool level, however, the outlet works from the dam do not <br />include provisions for withdrawing water below the minimUM operating <br />level. <br /> <br />3. Issue: The dust from the shoreline when the reservoir is pulled <br />down~trocious. For the interim period, until <br />other demands of the available water for use develops, the reservoir <br />will be operated to optimize recreation benefits.
