Rose <br />*Tam Sco tt <br />*Stacy Standley <br /> <br />Fryingpan Valley Association <br />Colorado Rivers Council <br />Mayor of Aspen <br /> <br />Response: <br /> <br />Paragraph 10 of the Operating Principles states as follows: <br /> <br />"For the protection of recreational values, including fishing, on <br />the Fryingpan River below Ruedi Reservoir, releases of water from said <br />reservoir, not to exceed the streams inflow, shall be made so that the <br />streamflow immediately below the junction of the Fryingpan River and <br />Rocky Fork shall not be reduced below 39 ft3/s from November 1 to <br />April 30, and 110 ft3/s from May 1 to October 30, or as actual experience <br />to court decree hereafter dictate." The Operating Principles provide <br />for a possible increase in the minimum flows when actual experience <br />or court decree warrant. <br /> <br />. <br /> <br />During the interim period, when the water decree demand below Ruedi <br />Dam is less than the available watet in the reservoir, releases from <br />Ruedi Reservoir are held to 100 ft3/s from October 1 through November 15. <br />Then, in order to provide maximum flood protection below Ruedi Dam, <br />the reservoir will be drawn down by March 31 to a point necessary to <br />accommodate anticipated snowmelt runoff and enable the reservoir to <br />refill for summer recreation use. Under this type of operation, <br />flows below the dam have been in excess of the minimum requirements. <br />Currently releases below Ruedi from October 15 to July 1 are being <br />regulated to accommodate recommendation of the Colorado Division of <br />Wildlife and the Fish and Wildlife Service. <br /> <br />11. Issue: We have to be sure we at least get the water the law <br />states - which in this short time has not been done, due to measuring and <br />not checking often enough.
