Rose <br />*Tam Scott <br />*Stacy Standley <br />Larry Finnell <br /> <br />Fryingpan Valley Association <br />Colorado Rivers Council <br />Mayor of Aspen <br />Colorado Division of Wildlife <br /> <br />Response: <br /> <br />Article 9 of the Operating Principles, see appendix B, stipulate that <br />no diversions shall be made which will reduce the remaining aggregate <br />streamflows to less than either of the following minimum standards: <br /> <br />"(i) The Fryingpan collection system at the points <br />of diversion collectively, exclus!ve of Lillie Creek: 15 ft3/s <br />October 1 through March 31; 30 ft Is April 1 through <br />September 30. <br />(ii) Near Norrie (immediately below the junction of <br />North Fork and Fryingpan River); 30 ft3/s October 1 <br />through March 31; 100 ft3/s April 1 through April 30; <br />150 ft3/s May 1 through May 31; 200 ft3/s June 1 <br />through June 30; 100 ft3/s July 1 through July 31; <br />75 ftJ/s August 1 through August 31; 65 ft3/s September 1 <br />through September 30. <br />In maintaining the above minimum standards, the <br />, Project diversions shall be regulated, so far 88 is <br />practicable, in such a manner that the North Fork of <br />the Fryingpan River, the Fryingpan River, and each of <br />the t,r1butaries of those streams, shall contribute to <br />the residual streamflows required by those minimum <br />standards quantities of water in proportion to their <br />natura.1 contributions. . ." (underline added) <br /> <br />In accordance with the above criteria, the Fryingpan River near Norrie <br />will have a minimum flow in excess of 30 ft3/s from April 1 to September <br />These flows will range from 65 ft3/s to 200 ft3/s. Insofar as using <br />excess water in the streams for oil shale development is concerned, <br />the Ruedi Reservoir conservation storage capacity was deeigned to <br />accommodate future potential uses of water in the western slope area. <br />In low flow periods when the natural flows are le88 than these minimum <br />flows, no diversions will be made. <br /> <br />10.
