<br />. <br /> <br />... ., ~", "' <br />:..i.l, :;.; \) <br /> <br />Extensive studies by the Bureau of Reclamation and by State of <br />Colorado appointed committees confirmed the existence of sufficient <br />supplies of water in the Project diversion area, that diversions <br />of the magnitude authorized by the Fryingpan-Arkansas Project <br />can be accommodated with proper provision for bypass flows to maintain <br />the stream ecosystem without undue aqverse effect. <br /> <br />8. Issue: The flows as set are entirely too low, especially when <br />they are measured downstream from the point of diversion, thereby <br />getting other seepage water and giving a false recording. <br /> <br />Raised by: <br /> <br />Representing <br /> <br />William J. RoGe <br />*Tam Scott <br />*Stacy Standley <br /> <br />{ Response: <br /> <br />Fryingpan Valley Association <br />Colorado Rivers Council <br />Mayor of Aspen <br /> <br />. <br /> <br />The minimum fish flow bypass for the diversion points of the collection <br />systems were adopted by the State of Colorado and incorporated in the <br />Operating Principles, Fryingpan-Arkansas Project, dated April 30, 1959, <br />as amended December 30. 1959, and December 9, 1960. This document sets <br />regulatory requirements for the Project western slope diversions, storage <br />impoundment at Ruedi Dam and Reservoir and releases. Paragraph 19 author- <br />izes the creation of a commission to assure that: Project operations <br />on the western slope are in conformity with the Operating Principles, <br />provide a means for the collection and interchange of information. allow <br />for the continued study of Project operations to affect improvements, <br />and finally, to recommend changes in the Operating Principles. Thus <br />the operation of the western slope facilities is viable and responsive <br />to changes 0 <br /> <br />Stream gages near the collection points on the Fryingpan River, South <br />Fork of the Fryingpan River and Chapman Gulch have been moved from <br />their temporary position to points just below the diversion structures. <br />All remaining stream gages in the collection system will ultimately be <br />relocated in or immediately below the diversion dams after the area is <br />free of Project construction activity. Moving the water gaging stations <br />to a location in or near the diversion point guarantees a correct <br />representative reading of the actual bypass and excludes the inflow <br />that would accrue if the device were located further downstream. <br /> <br />9. Issue: The minimum flows of 30 ft3fs from the nine Fryingpan <br />tributaries is entirely too low.
