A commission c~eated under paragraph 19
of the Operating Principles sets up a me8D8 ~or the collection and
interchange of information, allows a method for the continued study of
Project operations, and recommends changes in the Operating Principles
to the end that it may be improved and responsive to new conditions.
Cooperative programs between Federal and State agencies who have an
interest in the waters, fisheries, natural scenery, and recreation on
the western slope are still in process. These agencies are reevaluating
the water requirementa under their respective jurisdictions. They
have an opportunity to present their recommendations to this commission.
Many of the physical features of the Fryingpan-Arkansas Project have
been modified to more effectively meet the objectives set out in the
authorizing act.

7. Issue: The Bureau should cut down on the scope of the Fryingpan-
Arkansas Project so it will not throttle and kill off all the streams.
It appears the Bureau is trying to dry up all of the streams.

.

Raised by:

Representing

.Joseph IIdwards
William J. Although this
protection is the primary purpose of the reservoir, it affords flood
protection, fish and wildlife enhancement, and recreation opportunities.

.

XI-453
